European Parliament adopts 45% renewable energy target.

On September 14, the members of the European Parliament (MEP) voted to increase the share of renewable energy in the EU energy mix to 45% by 2030, according to the revised Renewable Energy Directive (RED).

Current law requires the EU to achieve at least 32% of its renewable energy target by 2030. The new 45% target even exceeds the 40% target set by EU member states in June. The next step in the EU will be to negotiate renewable energy targets with member states.

Recently, the German government launched a tax relief policy, expecting to respond to the energy crisis by supporting the development of small photovoltaic systems. The object of this tax relief is photovoltaic systems below 30 kilowatts.

The policy is clear that starting in early 2023, anyone running a photovoltaic system with an output of 30 kilowatts or less on a single-family home or commercial property will no longer be required to pay income tax on electricity generation. The German government approved the measure in its Annual Tax Act 2022. This tax exemption also applies to multi-family and mixed-use real estate with 15 kW PV systems.

The policy also clarifies the tax exemption conditions. Anyone running a PV system of up to 30 kW on a single-family residential or commercial property will no longer be required to pay income tax on the electricity generated; multi-family conjoined and mixed-use property systems with PV systems up to 15 kW will no longer be required to pay income tax No income tax; no value added tax (VAT) will be levied on the purchase, import and installation of photovoltaic systems and energy storage systems. Below 30 kilowatts is the installed capacity of general household photovoltaic systems and small industrial and commercial photovoltaic systems; while 15 kilowatts of conjoined houses can be understood as apartment buildings.

The policy comes at a time when Europe's energy crisis is intensifying. Especially in the face of a new round of "suffocation" caused by the Russian-Ukrainian conflict and the upcoming winter, energy shortages will become a reality that Europe will soon face. In order to prevent its citizens from shivering in the cold wind, the German government continues to respond to the growing energy crisis by implementing policies to support small distributed photovoltaics.

It is reported that the new German government aims to increase the total installed solar capacity from 59 GW by the end of 2021 to 200 GW by 2030, with the German states of North Rhine-Westphalia (NRW) and Baden-Württemberg. The states are the first two in Germany to make solar PV mandatory for certain construction projects.
